Is there a difference between the vertebrae of moose and elk?

Unless you could somehow figure out the age and gender of the animal, I'm not sure it is possible. The skeleton of both the elk and the moose is relatively the same along the vertebrae, except the moose is much more grand in size than the elk, so if you could figure out the age of its owner, you might be able to figure out the species.
